Below council is the executive management, a team of full-time professional officers whose duty is to ensure that the decisions of council are fully and correctly interpreted and implemented.
This executive management is headed by the Town Clerk, who is the Chief Executive of Council. The Town Clerk delegates functions to the other professional officers or departmental heads.

Gweru City has forged and enjoyed strong and formidable relationships with various development partners in service delivery areas that include health, waste management, poverty alleviation, housing development, water and sanitation provision, and local governance.
These development partners include the European Union (EU), GIZ, DFID, Care International, MSF, UN Habitat, UNDP, the World Bank and Population Services International (PSI) to name but a few.
